Tod Daniels and it appears we have found out that it was "operator error" and nothing to do with the online 90 day reporting system that caused them to not be able to file a 90 day report online.

Remember no matter what that paper in your passport says IF you exit the country during the 90 days between reports your NEXT 90 day report is due 89 days from the date you stamp back in to the country.

So in the O/P's case; they returned to the country on the 21st of July meaning their 90 day report is due When Robert said, the 18th of October.

Gary David Israel you can file online from the 4th of Oct until the 11th :)
