Valerio Morini on 2nd October last year Vientiane issued some notice re issue to ED, means actually a in a full year you can apply only once to a ED Visa. A copy is enclosed. AFAIK Duke is no problem, can apply anywhere, why not asked the school.
we will announce two more trips in the near future. But in your case Savannakhet is OK, they will ask some question to ensure that you speak and understand Thai according to your level. Nowadays many people worry, but in many cases there is a story of being denied a visa. Last week we got a big complaint from a leading modeling agency why one of their models was denied in Savannakhet. I was shocked too, as paperwork was and still is correct. After checking we found out that it the persons 6th request for a Non B, back to back, had work permit, but did not extend inside at Immigration, just went every 3 month to a different Consulate.....
then you are NOT going to get a new ED visa in Vientiane until Jan 4th 2020. You need to go to a different consulate to get it if you need one before then.
as long as you have a FULL year from the date you got the last ED visa in Vientiane you'll be fine using paperwork from Duke to get your 90 day ED visa for the advanced course

Ciao Ludovica mi confermi quindi che a Ventiane fanno ancora le Non immigrant. Gira voce che non le facciano più, invece dovrebbero farne 100 al giorno
Probably some people went there without booking an appointment and they was refuse to do the Non Imm visa and sent back with a 60 days touristic visa...
The Non ED (my visa actually) is a big problem... I'm afraid about that because in Sept I have to do my second Non ED and I'm not sure where I have to go... I'm going to Duke School every day and is everything real and regular but... who knows...
another problem that people tend not to read correctly. The news out of Vientiane was that it became difficult to obtain multiple Tourist Visa and some schools had issues with Non ED. Actually the biggest issue is the limitation of 200 people per day. The big Consulate is virtually empty.
