Answer summary
The user is unsure whether to return to Vietnam to submit requested documents for a visa application or to reapply entirely from California. Community comments emphasize the importance of remaining in the jurisdiction of the consulate during the application process and suggest that leaving while the application is pending could harm the user's chances. Overall, returning to Vietnam is viewed as the more logical choice to maintain application integrity.

Do as it says in their comments would be logical steps
You needed to stay where you were when you applied. Now that they know you left while applying, that may hurt you. It's worth the shot. But you may have ti take the rejection and reapply again. If you get denied, make sure you stay where you apply until the process is completed!
You should always remain in the jurisdiction of the consulate you apply through until the process completes. If you want your application to be processed you have no option but to return, or you just lose the application along with the fee
