TLDR : Answer Summary
The user is moving to Thailand in October for work and is seeking advice on obtaining a visa for their husband. It is suggested that the husband may qualify for a dependent visa, which requires approval and paperwork from the user's employer.

Someone on a non-B work visa or work extension can apply for a dependent visa for their spouse, but they need to get approval from their employer as the employer must also provide paperwork for this visa same as yours.

would they later be able to apply for a work visa? Assuming this doesn’t allow them to work?

they should be able to switch later on if they find a job, but I'm not sure if it would require leaving Thailand to clear the visa status from a non-O first.

You need to ask your employer if they will support his Visa as a dependent
