Question:  if one’s non OA ( retirement) visa is expired as well as their multiple entry permit, is there some number of days they must be out of the country before coming back in on normal visa exempt tourist status?

No minimum, as long as not had lots of visa exempt entries recently.

But sounds like you came off a 1 year Non-O extension so all fine.
