Do I need to report back to immigration for TM-30 after re-entering Thailand?

Requirements re: TM-30 in Chiang Mai?

I'll be departing Thailand tomorrow and returning back in a couple weeks on the 30-day Visa Exemption.

I have the TM-30 paper stamped into my passport which my landlord gave me and said that I need to report back to immigration the day after my arrival (which also happens to be a sunday so immigration will be closed) to let them know that I've re-entered (staying at the same address in Chiang Mai) to avoid being fined next time I leave.

Never had to do this prior so a bit confused if I still need to make a trip to immigration on the Monday after I return or not?

TLDR : Answer Summary
When returning to Thailand on a 30-day Visa Exemption, it is necessary to report your re-entry at immigration, especially since you have a TM-30 paper from your landlord. You should visit the immigration office on the first available day after your arrival, which in this case will be a Monday, to avoid potential fines.
