TLDR : Answer Summary
Yes, the Non-Immigrant Visa Type O, Multiple Entry based on marriage is still issued in Savanakhet, despite it not being prominently listed on their website. The visa costs 5,000 THB and is valid for one year, requiring entry and exit every 90 days.

If you tick the box Non Immigrant visa, just write Multiple next to it

Yes they do. It's a Non-Immigration Type O, Multiple Entry, based on supporting a Thai wife. It's 5K THB, good for one year (requires leaving and returning every 90 days from Thailand though).

The form can be found at

9.PDF , and it does say 5K THB for a multiple entry. I don't know why the Non-O multiple entry is not listed on their webpage though.

And because he's Dutch, he still can get the affidavit for proof of monthly income from the Dutch Embassy in BKK.

is the 90 day exit and re-entry the same requirement with all visas based on marriage?
