TLDR : Answer Summary
The Mae Sai border to Tachilek is currently closed for foreigners. It has been reported as open only to Thai citizens and Myanmar nationals, with minimal traffic crossing. There are concerns about government restrictions related to recent conscription in Myanmar. For those looking for alternatives, crossing by boat from Chiang Saen is suggested as an option.
no infos about that . ( meaning the end of civil war you mentioned )
but you might know civil war in Burma started in 1962 . since then the Mae Sai border has been opened from time to time . I went through it more than 30 times over the years . so .nothing wrong about enquiring .
I myself went through a few times when it opened for a few days , and gave the info on this group ,so maybe somebody can benefit .
I recently found an other option , but I think I'll keep it for myself this time , to avoid sarcasm .

Go to Chiang Saen and cross by boat. Nice trip and just few kms away from Mae Sai.

Be carefully, Govt is conscription right now, don't know if they restrict it to those from Myanmar
last week I saw a very few burmese crossing the bridge . I don't know on what criteria .
BUT :
- there was almost no traffic with goods crossing the bridge ( usely 1km , or more, long , queuing , this time maybe 100 meters , and not the welknown over loaded carriers of all kinds)
- very few vege , and fresh food vendors , on the morning market , entering the big bazar .
most of the daily vendors usely there are AKHA from over the border and they used to cross daily . not anymore , except a few . didn't have the chance to ask more .
