It appears I am in Laos until January and can apply in Thailand for O Visa as long as I have more than 15 days remaining on my visa.

It's in whatever passport you gave to them when you applied for and paid for your visa on arrival.

Thanks for your response. I provided a copy of my Laos visa, but there advice (not correct) is Your visa application has been rejected. No proof of permanent residence in Laos. For Non-O-A visa you have to apply with the Embassy/Consulate where you have permanent residence. In your case, if you normally stay in Thailand, you have to apply in Australia.

That's your problem. A non-OA visa is ONLY available from your passport country or a country you are a resident of. You are not a resident of Laos, and therefore your application is rejected. You can get a 90 day non-O visa in Laos, but you cannot get a 1 year non-OA visa. Sounds like you might have selected the wrong options in the visa application.
