Can a German apply for a DTV visa while in the Philippines and what are the requirements?

Has anybody who is not originally from the Philippines successfully applied for the DTV while in the Philippines? I checked the requirements for the E-Visa application in Manila and for me (German) it says that I need a "Copy of Philippine Visa" - Does that mean my tourist visa stamp in my passport? I also have an ACR-I card but that is only stated as a requirement for nationals from mostly African and Middle Eastern countries) so I don't know if that counts.

Also, would you advise that I stay in Manila during the application process, just in case they need me to appear in person, or can I just stay in Cebu?

And lastly, when I apply, it states that I need to enter flight number and intended duration of stay (despite selecting DTV) - What should I enter here? a date 5 years in the future?

I already e-mailed the embassy but they just replied with copypasta and links to information that I already had.
