What are the requirements for applying for a Non O e-visa from Ho Chi Minh regarding proof of funds?

Has anyone applied for a Non O e-visa? For the initial application (3 months validity), does the money have to be matured? For context, we're applying in Ho Chi Minh for the Non O (Thai wife), on the Ho Chi Minh consulate site it doesn't say anything about bank statements. It just says proof of funds (400k). But when I go to the e-visa site, it says below. I don't know if they mean just bank statements of any amount or proof that the money has sat there for 3 months? Please help!
