Is it fine to do that? A visa agency offered to file it but outside of Bangkok even though I stay in Bangkok.
Answer summary
The discussion revolves around the permissibility of filing the TM47 form outside the area of residence in Thailand. Various comments reflect differing opinions: some participants confirm that it is acceptable to file the TM47 using a visa agency in a different location, citing agents' relationships with immigration offices, while others warn against this practice, emphasizing that it should legally be filed in the jurisdiction corresponding to one’s registered address. Multiple experiences shared suggest that many have successfully done this without issues.

Absolutely fine. Don't listen to the trolls. Your agent uses a specific immigration office with which they have a 'special relationship'. Their agent physically visits immigration thus your 90 day report is regarded as being 'in person'. There is no issue with obtaining a Certificate of Residence either.
Your coping. You couldn't find a way not to be a bootlicker having to forfeit your passport every 90 days, now your trying to run away from the system designed to keep you on a leash.
Read the rules. No. It’s not ok. Many will tell you it’s ok, but legally, it is not. I made a lengthy post about this. Wherever your address is and your tm30 was provided to you, LEGALLY, it must be done in that jurisdiction. Visa agents will tell you there is no problem. You should be very weary of that.
