TLDR : Answer Summary
A Visa Exempt Entry allows a 30-day stay in Thailand, which can be extended by another 30 days at the immigration office for 1900 baht. This should provide adequate time for attending a 4-week CELTA or TEFL course in Thailand.

You could get a 30 day visa exempt entry when you arrive here and if you needed to you could extend that by 30 more days at the immigration office for 1900baht. That should be plenty of time to do the course you're wanting to do.
