Annual extension for yearly retirement is due on December 24 ( 3rd one ) ,how soon can I go before that date ?,

30 days before your current stamp expires ๐ so any time you want to. There's no need to wait to the last day as you don't lose any time going early your next year extension is added to the expiration date you have now
I guess that rule does not apply in koh Samui. Did my extension last month (17 October) and they gave me up to 16 October 2023. My previous extension date was 01 November 2022. So I lost 2 weeks.

does your passport expire on Oct 2023? Did you change the reason for your extension (from marriage to retirement, from retirement to marriage, from marriage to raising thai kids)? Changing the reason for an extension means the new one starts the date you apply and it's not added on
Yearly extensions for the same reason are added to the expiration date when you apply. My expiration date is Apr 5, and has been since I got the Non-O visa issued. Last year even though I applied 42 days early last year (Feb 22) my extension still expires on Apr 5th
for 30 day extensions on visa exempt entries and tourist visa entries yes, but I actually think you can get a new extension on a retirement or marriage extension when you have 45 days or less left on your stamp. I said 30 or less just to be safe ๐
