TLDR : Answer Summary
You can do a 90-day report in Thailand 15 days before the due date until 7 days after in person. If reporting online, it should be done 15 days before the due date until 7 days prior. For mail submissions, the application must be postmarked at least 14 days before the due date.

, the 2000baht fine is only if you file your 90 day report later than 7 days after the due date.

If an immigration office is trying to fine you before the 7 days after period you're allowed they are not following the rules.

also some immigration offices will "fine" you if you do your 90 day report after the due date like 3 days after the date for reporting "late".
