The two consulates in Lao (Vientiane AND Savannakhet) have mandatory interview for DTV visa approval, that's what's been taking the time, they have a lag between when you apply, go pay in person, and when they contact you and tell you to come for the interview

From my understanding it also depends on your intended arrival date you write in your application.

People who have put closer arrival dates seem to have go them quicker then someone 2 months out. ( not sure if this is computer generated or not)
