TLDR : Answer Summary
The approval time for the DTV eVISA application varies based on individual circumstances and residency status. While the official website quotes a processing time of 7 working days, it emphasizes that only residents of Hong Kong can apply from there. Some users reported getting approvals in as few as 3 to 5 days, while others experienced longer waits, such as 12 weekdays with additional document requests. It is crucial for applicants to have the right of residence in Hong Kong.
I applied in Hong Kong in July. Took 12 weekdays and one document request to get mine approved.

Applied in hk twice. 1 - regected due to my stupidity in 4 days (I am a resident), reapplied again and got approved within a week (they asked for more documents once; soft power, dental)

Don't Apply for the DTV visa in Hong Kong unless you are a resident of HK... which you are NOT š«.

and do you legally LIVE/work in Hong Kong? because as a tourist there you aren't gonna get it approved and just waste the money for the application
not necessarily. Look at the Thai Embassy or Consulate website where you are going to apply for the DTV visa for their requirements.

Their website quotes 7 working days BUT it also says it only processes applications from those with a right of residence in Hong Kong. Assuming you do and they process your application you need to remain there until the process completes
