I havent tried yet, my question was "just in case" because it might be too late to apply now, and I have to start my trip in a couple of weeks around SEA. I think I will go with tourist visa or will try from one of the countries I will be visiting

you can reapply right away. However i do not recommend you reapply from the same embassy because it will be the same set of staffs who rejected your application that will be reviewing your new application again. If you reapply with all same docs with the same embassy it is high chance that you can get rejected again
It is online but you have to be in the country where applyong. As poster said above find out why rejected. Embassy staff can see your record according to reports in here.
I often read people applying from other countries like Vietnam or Laos, rather than their native country. Do you think they apply online there and wait for the interview?
