I saw that there is a multiple entry tourist visa but wasn't able to apply on the thai embassy in Washington any help would be appreciated. Thx.

You would apply and use the options I've shown in the attached photo if you want a multiple entry tourist visa.
But do be aware of 2 things:
1) An METV is only useful in certain situations now. Visa exempt entries are 60 days which is the same number of days a tourist visa allows, so unless you have a specific need for a multiple entry tourist visa, using visa exempt is easy and free.
2) To apply for a METV you must prove why you need multiple entries. This means uploading a plane ticket into Thailand, a plane ticket out of Thailand within 60 days, and then another ticket into Thailand after that. Without proving that you will be entering Thailand multiple times, they will issue you a single entry and not refund the difference in price.
