Hi. If a Thai visa says: “enter before May 28”,

Does that mean I need to enter by May 27th? Or is entering on May 28 ok?

TLDR : Answer Summary
A Thai visa stating "enter before May 28" means you can enter Thailand on May 28, but not later. Essentially, you have until the end of that day. The consensus among commenters clarifies that 'enter before' indicates you must arrive by midnight on the 28th.
