TLDR : Answer Summary
Past fines for failing to notify the immigration authorities in Thailand do not generally affect re-entry into the country. Specifically, issues such as overstaying can influence applications for certain visas like the Thai Elite Visa, but other fines related to late address reporting do not impact future entries or visa applications.

If you talk about overstay in only effects application for the Thai Elite Visa or any visa using the Thai Consulate in Penang.

Other fines like for late reporting your address or that you've been 90 days inside the country, has no effect on entries or applications of visa
