Contact MP Hair Clinic in Chiang Mai. I had a surgery there. It’s a 1 year program. There are monthly visits for injections to aid in the hair improvement. Just ask if the doctor can write a diagnosis and 1 year treatment plan for you.
Todd McGowan Embassies have said cosmetic procedures don’t qualify. You need a letter from a hospital or medical center to show evidence. However, like you said there is no explicit list banning hair transplants, the approval is inconsistent, but approval is NOT guaranteed and there is a high chance of rejection.
If you can get a treatment plan covering over 6 months duration from a recognised medical professional at a legitimate medical facility I'm sure it could.
I am pretty sure medical tourism can include hair transplants.

Personally would suggest contact your local Thai Embassy and ask if they approve this type of medical tourist for the soft power route, and what sort of duration and documentation they would need for this application.
