TLDR : Answer Summary
Indian passport holders do not need a visa to enter Bangkok for tourism purposes. They can receive a 60-day visa exemption stamp upon arrival. However, travelers are advised to have hotel bookings and return flight tickets ready, and may need to show proof of vaccination.

does this letter from Thai Embassy, New Delhi mention the possibility of another 30 day extension, after the 60 day visa free entry, for India nationals..??

Good question!

As this is the same ผ.60-ม.17 Visa Exemption as the other 93 countries, but let's see what others have to say about India passports getting the 30 day extension at the various local Thai Immigration Offices....

my wife just called the Phayao immigration office, and they refused my 30 days visa extension. I am planning to visit the office with my wife's cousin, and confront them with the above notification by their immigration dept. This is so inconvenient. Inspite of their notice, we are unable to plan anything.

Well, even before the current ผ.60-ม.17 60-day Visa Exemption with the former ผ.30 30-day Visa Exemption, certain nationalities (e.g. India) were unable to obtain a 30-day Tourist Extension at any Thai Immigration Office; or, some Thai Immigration Offices just refuse to give a 30-day Tourist Extension as each of the individual local (nearly 80) Thai Immigration Offices across Thailand do have individual discretion for additional requirements or operating policies besides central-level policies....

in your particular circumstances, it is a possibility that this particular Thai Immigration Office:

either wants you to obtain a 1-Year Extension based on having a Thai Wife or 60-day Extension based on Visiting Thai Family, both of which do have additional requirements (e.g. minimum proof of funds) beyond those for a 30-Day Tourist Extension

As you have already made entry on a 60-Day Visa Exemption for Tourists, but this Thai Immigration Office may determine that your purpose of stay is not tourism and not want to issue an Extension for Tourists, but more open to issuing an Extension for someone with a Thai Wife.....

Means if you need a visa you can't go.(don't have enough time for wait for approval of your visa) Because you probably booked your tickets and your (hotel)room already. So you could canceled that.

But luckily for you in this situation if you come as a tourist you don't need a visa.

People with an Indian passport will receive a 60 day visa exempt stamp if they arrive without a visa.

that's incorrect. If an Indian enters visa exempt they can get a 30 day extension. But if they apply for a tourist visa they cannot get an extension.
