TLDR : Answer Summary
When applying for a Non-O visa through the e-visa system, it is generally acceptable to submit only the biodata page of your passport. One user confirmed that this was sufficient for their application at the London embassy. However, there may be specific requirements to check, such as infographics provided by the Thai immigration authorities for exact document specifications.

are you applying in Malaysia? I have heard they tend to ask for lots of information substantially more than any other country. So yes they want a copy of every page to confirm you are still in Malaysia they are checking for other country visa stamps to make sure you are in Malaysia while you apply
I’m Malaysian. The problem is on the section to upload passport biodata, only JPEG format. I’ve compiled all pages of passport, into PDF and it wont allowed me to upload it. But then, if all 40 pages to cramp into JPEG, it will eventually more than 3mb allowed. And it does compromise of the image quality.
