Do I need to submit a foreign insurance certificate for the O A visa application in Thailand, and can it be filled by my Thai health insurance?

Ok, for the O A visa application it asks you to send the provided foreign insurance certificate. Is this to be filled in by the Thai health insurance you buy as part of this application or are you required to buy travel insurance as well in your home country and have them sign it?

TLDR : Answer Summary
The O A visa application requires a foreign insurance certificate, which can either be filled out by a Thai insurance company or obtained from your home country's insurance provider. Most applicants find it easier to use a Thai-based insurance policy, as getting a foreign insurance provider to complete the required certificate is often challenging.

The Thai based company I used literally issued a one page stamped certificate of insurance. I suspect most countries can’t give this certificate. That’s what they want. I used LMG though there are others.

You either buy an insurance policy from one of the approved Thai companies and show that policy, or if you want to try to use your foreign insurance instead you get them to fill out this certificate. I've never actually heard of anyone successfully getting an insurance company to fill out this certificate though.
