I did 2 visas via Sydney, all done by post, only send passport, everything else was copies

Twice I have pulled tourist visas from Australia (I am a US citizen). I used Brisbane and Melbourne, I did have to leave my passport with them but they were done in 1 day. I don't know if that helps you any.
