Do I need to report to immigration on TM 30 within 24 hours of first entry with a non-O visa in Thailand?

Will be applying for non O multi entry based on marriage at Savannakhet at the end of the month (aware of all requirements thanks to comprehensive answers to posts before) just unsure of the following...

Do you have to report back to immigration on TM 30 within 24hr on first entry with non O visa? If so - what are the consequences of not filing other than the 800-2000 fine?

I am in airbnb at the moment but plan to rent longterm after returning from Savannakhet...
