TLDR : Answer Summary
The inquiry is about whether insurance is required to convert a NON-O visa to a retirement visa in Bangkok. A comment clarifies that there is no conversion to a retirement visa available. Instead, it confirms that if extending a NON-O visa based on age over 50, insurance is not required.

You won’t be converting anything to a retirement visa as that doesn’t exist. I believe what you are asking is if you need insurance to extend your non O for a year based on being over 50. If so the answer is no you do not need insurance.
If your friends had a Non OA visa then they would be required to show insurance upon arrival in Thailand and any subsequent extension off of that. If they came in on a non O visa then there is no such requirement. Both options are incorrectly called “retirement visas”.
