You won’t be converting anything to a retirement visa as that doesn’t exist. I believe what you are asking is if you need insurance to extend your non O for a year based on being over 50. If so the answer is no you do not need insurance.
If your friends had a Non OA visa then they would be required to show insurance upon arrival in Thailand and any subsequent extension off of that. If they came in on a non O visa then there is no such requirement. Both options are incorrectly called “retirement visas”.
