TLDR : Answer Summary
Currently, only Bangkok and Phuket airports are open for international flights. However, there have been reports of flights from Korea landing at Chiang Mai, indicating that while smaller airports may have limited options, they can still accommodate some international arrivals.

Apparently a flight from Korea landed at CM on Saturday night with 80+ passengers.
