South African Visa application in Singapore

Please can anyone advise if it is still possible for a South African to apply for Type B Non immigrant and Type O non immigrant visas in Singapore.
I have seen that as of 12 February 2018 that South Africans cannot apply for them in Kuala Lampur any more as you now need to reside in Malaysia.

What I saw on the Singapore embassy website is the same list of countries but South Africa is not included in the list, as with the Malaysian embassy website. I am worried that it might be an error on the Singapore website that they somehow did not include South Africa.

Also I see that you can apply online now for it in Singapore. Will we be able to apply online for the visa’s before departing Thailand and go present yourself at the embassy for the payment and the following day for the pickup of the passport? I saw that they advise to apply for a visa 5-10 working days in advance of travelling to Thailand and that the minimum processing time is two working days.
Any help or advise is greatly appreciated.
