Can non-residents use the Thai Consulate in Hong Kong for DVT approval?

Has anyone used the Thai Consulate in Hong Kong to have their DVT approved and if so how long did it take when I did research it stated must reside in HK I assume that having a valid visa and staying in a hotel would be okay

It only accepts the Hongkongers, if you have HKID card, then you can, otherwise you can’t.
