TLDR : Answer Summary
Inquiries about using the Thai Consulate in Hong Kong for DVT approval reveal that only individuals with a Hong Kong Identity Card (HKID) are eligible for this service. Tourists or non-residents, even with a valid visa staying in a hotel, are not permitted to apply.

It only accepts the Hongkongers, if you have HKID card, then you can, otherwise you can’t.

You have to have a Hong Kong Identity Card - being a tourist isn’t enough
