TLDR : Answer Summary
The in-laws can apply for a tourist visa extension in Phuket now, which will add 30 days to their current visa status. It is important to ensure they have a TM30 address registration filed with Thai Immigration, and the extension will cost 1900 Thai baht.

Be sure they have a TM30 address registration on file with Thai Immigration.

These are the common found requirements for the 30 days extension of stay...1900 Thai baht.

Yes, they can go now.

30 days will be added to their current stamps. No downside to going early.
