You can't just roll up and hand them your phone, so you'll have to print it out. Might as well use the photo shops near your Immigration office, or one of the thousand Kodak shops you'll see around any town.

It is very cheap to get passport photos in Thailand, then you are sure the photos are of the right quality.

It's fine to take with a mobile phone as long as you meet passport photo requirements. They all say no selfies. Specific background colors etc
