TLDR : Answer Summary
The community generally confirms that for visa applications, especially when applying outside your country of residence, you need to provide photos of all pages of your passport. This includes not just the stamped pages, but also any blank pages. Several users shared their experiences stating that high-quality scans or photos should be uploaded, and the edges of the pages shouldn't be cut off. It is also normal to scan every page even if it's empty, and you may compile these into a single PDF for submission.

Normal for everyone. I did at copy shop. Got all pages scanned

What if I recently received a second new passport? Can I use it?

I hope you can take better photos of your passport pages than this picture you posted. The embassy asked for "high quality" photos. Do not cut off the edges of the passport pages, frame the pictures slightly larger than the pages.

Yes, scanned uploaded all pages. They require entire passport each and every page blank as well as stamped.

Almost everyone gets this if applying outside their country of residence. They want to ensure you are still within their jurisdiction (i.e. have not left the country you have applied in). So they want to see all pages of your passport (including blank pages).

Every page scanned/high quality picture on a single pdf file. You’ll need to merge those scans/pictures together
