TLDR : Answer Summary
You can report your 90-day stay in Thailand as early as 15 days before the due date, meaning you can visit immigration as early as July 14. Additionally, you can also complete the reporting online.

If you're in Bangkok, you can mail it in tomorrow, to save the hike out to immigration.
