TLDR : Answer Summary
You can report your 90-day stay by post as long as your submission is postmarked at least 14 days before the due date. However, for first-time reporting on a new passport, you may need to go in person to transfer your visa if it's in your old passport. The Muang Thong Thani Immigration office has taken over the reporting duties since July 13th. Some also report at Bumrungrad hospital for convenience.
I normally do mine online, but because this is my first on a new passport it has to either be mailed in our done in person.
Online takes about 10 minutes, no fee and returned from CW usually the next day

Regardless of your 90 days of reporting, you will need to go to Immigration and transfer your visa to your new passport, if your visa is in your old passport.

you can still send 90 day reports by post to Chaengwattana IF it's postmarked at least 14 days before you mail it
