Can I reapply for a different DTV visa if I was rejected at another consulate?
If I apply for the workation category DTV in one consulate and get rejected, can I apply for a soft power DTV in another consulate? Any potential issues with that? Is there a minimum time I need to wait between applications?

Yes, you can reapply. There are some posts on being rejected and then successful somewhere else. No time limit on reapplication.
