Can I obtain a re-entry permit at the Savannakhet border or Don Mueng airport?

Is it possible to get a re-entry permit at the land border into Savannakhet?
Or to get the re-entry at Don Mueng in the international terminal before the flight?
If neither option is possible, I presume the only other option is Chaengwattana?

most land borders don’t sell re-entry permits to foreigners (they do only for locals).
you can apply for a re-entry permit at DMK just before you leave Thailand internationally no problem.
