Does this mean that because I’m taking the second level of Thai language at Chiang Mai university that I’ll be able to get another one year visa because my visa for the first year was issued in October 2017, and it is now a different calendar year?

TLDR : Answer Summary
A user inquired if they would qualify for a second year visa for Thai language studies at Chiang Mai University (CMU) since their first visa was issued in October 2017. Comments indicated that CMU may assist with the process, but recent policy changes from Vientiane may prevent students from receiving a visa for a second consecutive year at the same school. The Ministry of Education's new guidelines, stated by various commenters, now require students to complete all language levels within a year, with restrictions on pursuing the same language for a second year. Therefore, it’s advisable to check directly with the university or consider alternative study options or consulates for visa application.
What is the new policy regarding studying a different language on an ED Visa the second year from the same language school? First Year was Thai. Second year will be Chinese...it’s not entirely clear to me what the new policy is.
IF you got a 90 day single entry ED visa from Vientiane this year, it doesn't matter what you're studying you're NOT gonna get another one from them until after Jan 1st. <- when the calendar year rolls over
I guess this comment on similar question says it all: i have a language school in khon kaen. The ministry told me, there are now 3 levels for a student to complete. Those 3 levels are done in 1 year. Advance courses for a second year are not allowed anymore. The students have to study a different language.
In Bangkok the way it works for studying thai, straight from the MOE's mouth is:
You get a 90 day ED visa and get 6 months of extensions (taking you to 9 months) to study the beginner and intermediate levels, then you go get a NEW 90 day ED visa and 3 months of extensions (taking you to 6 months) to study the advanced levels for a total of 15 months. Then you're done with that language.
Vientiane have a new policy where they will not give a visa for a second year in the same school. This may or may not apply to CMU. CMU may or may not know as it is a recent change. I'd consider going to another consulate.
Are you in a degree program at CMU or just taking Thai. If you are in a degree program that's a whole different animal from the schools who teach Thai as a way to stay in the country. The whole ORIGINAL point of the Ed Visa was to attract international students to Thai universities and colleges. Not so people could come and perpetually extend visas.
Assuming you are in a degre program (BA, MA, PhD ) the people at CMU are well aware of the visa regulations and requirements.
I have been told you cannot get a second year studying the same subject at the same school. That people who went to Vientiane after 1 year on an Ed to attempt to get a second year were denied a visa. This is a recent change, in the last month.
I realise that is not what this Consular Notice says, but that is my understanding, you can't now get a second year in Vientiane. The once per calendar year thing is either something else entirely, or a mistranslation.
Yes, you can only apply with documentation from your University and Ministry of Education for the ED Visa. All these documents are provided to you by the University, so they should know what you need.
Are you saying the fact that it’s a university will help my case, or that the university knows how to handle this situation with the paperwork they give me?
