Can the normal, 1900BT first time 30 day extension to a visa waiver at the immigration office in BluPort or do I have to travel to Bangkok? Thanks in advance.

TLDR : Answer Summary
You can extend your normal 30-day visa waiver at the BluPort immigration office in Hua Hin. Local immigration offices, including BluPort, are equipped to handle these extensions, so you don't need to travel to Bangkok. It's noted that BluPort can be a convenient option with manageable crowds, but make sure to check the updated opening hours.

Just extended this morning for 30 days at Bluport. Not too busy. Please note the opening times have changed and they now open at 11.00

Even if not BluPort, it's Hua Hin main immigration office is the place you have to go if your providing address is in the area of Hua Hin.
