Hey,

US citizen here. I did a border run to Cambodia in May 2023 and Oct 2023 but now I have a new passport.

Can I do a land run via bus or train for a 60 day visa to savannakhet?

Yes you can. There’s no formal restrictions regarding tourist visa even though some embassies/consulate only accept to issue one visa a year. For visa exemption by bus or train there’s a limit of two exemptions pr calendar year.
