Can I cross into Thailand via land with a tourist visa if I’ve already used two visa exemptions in the past 12 months?

Does anyone know if u can cross via a land border with a Tourist visa if u have already crossed twice in the past 12 months using 2 visa exemptions? I am thinking of going from Penang to Hat Yai and I know u can only cross via land twice in 12 months on visa exemptions but is this also the case with tourist visas?
