Can I apply for a tourist visa at the nearest border from Chiang Mai or do I need to go to Vientiane?

I'm in Chiang Mai and will be making my first run to the border soon. I was planning on going to the nearest border. Would I be able to apply for a tourist visa there (or online) or can I only do that in Ventiane? Also if there is any advice for how to do it (book with a company or just take a bus there and back...) I'd appreciate it. Thank you.

has been closed since Mar 23 2020.. NO land borders with Burma are open for foreigners to bounce out and back at <- that means none of them ๐Ÿ™‚
