You must have a TM30 showing an address in the province to be able to use the immigration office in that province.

For longer term extensions, many offices also require a copy of your rental agreement which would need to show that same address.

Finally, some offices have even started conducting home visits for retirement visas and extensions to confirm everything you said in your application was true.
