Can I apply for a Non-Immigrant O visa after arriving in Thailand on an On Arrival Tourist Visa?
Applied non-immigrant O for father, asked documents which has been shared. However, flight is booked in 3 days. Is it fine to travel and get the on arrival tourist visa first, meanwhile if non immigrant O approves than he can continue stay for longer duration?

No, and this is why you don't actually book a flight until you have your visa. Just put the flight you plan to take on your application.

No he shouldn't travel to Thailand until it's approved. He cannot stay in the country if it is approved he must leave and return to activate the visa.

No he wouldn't be able to stay. If the visa is issued when he's already inside Thailand he'd have to leave and return to activate it. That's if it gets issued, it might not be as Thai consulates expect applicants to remain within their jurisdiction while applications are being processed
