TLDR : Answer Summary
If your Non-Immigrant O visa is approved while you are in Thailand on a visa exemption, you will need to leave the country and re-enter for the visa to be activated. The validity of the Non-O visa starts once you re-enter Thailand, not from the approval date.

My non-o was approved and sent 2 days after I entered on 60day exempt. I took a couple of weeks to find housing,, then did border run to activate the non-o. Then jumped through the hoops to get bank account, vehicles and drivers licenses. Was easy. I used a border run company here in hua Hin to bounce in Myanmar.

Which consulate are you planning on?

Both, a Non-O is valid for 90 days from the date of issue and gets you a 90 day entry stamp even if you use it on day 90

If a visa is issued while you are in Thailand, you cannot use it until you leave and re-enter the country.

If the embassy you applied at asks you for a follow-up proof of your location that you are still in the country where you applied, your application will be cancelled without refund.
