Can I apply for a DTV visa instead of an EDV after stating my intention at immigration?

Question regarding immigration statement and visa changes.
I recently came back into Bangkok via Suvarnabhumi and was told I have entered too frequently with a tourist visa. They gave me a form to fill a statement of my intention before letting me pass. In my statement I wrote my plans to obtain a EDV. The officer kindly told me this would be my last time i can enter with a tourist visa and suggested I look into DTV as it looks more suitable for me.

After looking into DTV I found I qualify for one of the DTV options and would also be able to follow through with my planned studies on the DTV too.

My question is can I apply for the DTV instead of the EDV now? Will my previous statement at the airport affect it since I put down EDV and not DTV?  Due to new regulations I will be flying to my home country to apply. Just want to make sure I'm doing everything correctly to avoid pitfalls.

For context : Both my parents have worked and are currently retired in Thailand, my siblings also currently live and work in Bangkok hence my numerous visits in a single year to make an effort to see them often. I am happy to oblige to any rules and regulations but i wasn't aware of the capped entry and latest regulations.

You need to have a Permanent Residence card in Cambodia, other than that, it won't work

This is one of the reasons they sometimes ask to send every page on your passport. The last stamp when you arrived in Cambodia would tell them you are in Cambodia because there is no stamp out. You could stamp out and fly to Hong Kong where they dont stamp your passport.

Until last Saturday, you could apply from countries other than your home country.  They changed the policy to crack down on fraud.  Not sure you should immediately lie to the Thai government about this, so soon, when they are in the middle of a crackdown
