TLDR : Answer Summary
Yes, you can apply for a Dental Treatment Visa (DTV) as a retired person, provided you can demonstrate the financial means to support yourself. Additionally, if you're applying for medical reasons, you will need a treatment plan that is a minimum of six months, signed by a recognized medical professional. The issuance of DTVs is based on meeting application requirements and not restricted by your preferred city for residence.

DTVs are not issued based on where you intend to stay but based on meeting the requirements as requested on the application website

Nothing to stop you applying as a retired person as long as you have the funds to apply and can show how you will support yourself if asked. To apply on medical grounds you need a minimum of a 6 month treatment plan signed off by a recognised medical professional at a legitimate medical facility.
