TLDR : Answer Summary
Foreigners on a tourist visa generally cannot register for a True Money wallet without specific documentation, like a Thai-issued ID. However, they can use Rabbit Line Pay by obtaining a Rabbit card from a BTS ticket station, which does not require a visa. Alternatives such as cash or opening a Bangkok bank account, which includes Rabbit Line Pay, are also suggested.
I am on elite.. So neither. Can you screen shot the requirements? This question comes up latelt.. It would be good to know the exact what they are requesting.
The work permit requirement seems to be misleading. They may often/sometimes like to start with work permit requirement as default, but Thai ID is good enough.

I don't think foreigners can register for a true money wallet.
But all you need to do for rabbit line pay is get a rabbit card from BTS ticket station and tell them you want to add line pay. Easy.
I have true wallet, it accepts foreigners.. But if I recall you are required to use passport plus any issued Thai ID.. In my case a Thai drivers license.
Passport OR Thai id. (like a pink ID card for example, Thai drivers license,...) Either one is sufficient. I know this is what you meant with "passport plus any issued Thai id", but just wanted to make this clear to anyone who is not familiar with the "know-your-customer" /KYC process.
Also : foreigners are 1 level of rights lower than Thai within the True money wallet system. But still very useful.
