I’m a HK APEC card holder and I checked Thai embassy in HK this afternoon.

1. Even if you hold a APEC card, you must be coming to Thailand from low Covid risk country, however India is of high risk.

2. It is not a visa issue, it’s a special circumstance with a Certificate-of-Entry to be issued by Thai Embassy AT YOUR LOCATION!

3. Chartered flight does not mean normal chartered flight, it’s specially arranged flight with special date, time, seat arrangement, safety measures and operated by designated airline.

4. For HK case, we need to carry out test 24 hours before flight, tested negative under accredited clinic, plus an insurance policy to cover medical expenses in case of infection in Thai.

To have a Apec card from Hkg you need to be Hkg permanent resident if you do and have Apec card from Hkg i suggest you contact Thailand Consulate in Hkg and ask info without mentioning that you are currently in India.

I'm not sure if it's in now or shortly but yes - APEC card holders were on the list of categories to be let in under the latest rule revision but only from low risk countries - India isn't on the list.

you have to arrive by the designated charterflights, considering there are no such flights from India at the moment im guessing the answer is a definite no.

Hong Kong is on the list - you'd need to check with either the Thai embassy or APEC office. The way it reads I'd think it was nationals or permanent residents from safe countries.

I very much doubt that. Not unless you fulfil all the conditions set by the government. First step is to contact the Thai embassy in your country to see if your visa is one of those permitting entry.
